The San Diego County Water Authority (SDCWA) is a public agency that delivers wholesale water supply to retail water agencies in the San Diego region. In 2003, the SDCWA entered into an agreement known as the Quantification Settlement Agreement (QSA) with the Coachella Valley Water District, the Imperial Irrigation District, and several other federal, local, and state water agencies to collectively reduce California’s dependence on the Colorado River. As a party involved in the QSA, the SDCWA has a vested interest in working to mitigate the consequences that could result from the conservation of Colorado River water.
